Terms and Conditions for Use of Common Areas for 7th Lunar Month Prayers

For 7th lunar month prayers, the applicant and organisers, including the religious workers conducting the event, must ensure the following:

a. The number of attendees at the event should be kept to 30 persons or fewer at any time. This excludes any religious workers, which should be kept to a minimum.

b. The event should be kept to as short a duration as possible. The religious workers conducting the event should be present throughout.

c. All attendees are to check in to the event via SafeEntry, using the SafeEntry QR code provided by the Town Council.

d. Every individual must wear a mask and maintain a distance of at least one metre away from any other individual at all times. Where this is not feasible, the one metre distancing requirement can instead be enforced between groups, with each group made up of not more than 5 persons, and with no mixing between groups.

e. If seating is provided, each table or cluster of chairs must be limited to a group of 5 or fewer persons, with at least one metre distance between groups. There should be no mixing or intermingling between groups.

f. Temperature screening and checks on visible symptoms[1] must be conducted for every individual participating in the event (including the religious workers). Those with fever and/or appear unwell should be turned away and advised to visit a doctor.
[1] Notable visible symptoms to look out for include: (a) coughing; (b) sneezing; (c) breathlessness; and (d) a runny nose.

g. The organisers must ensure that the event is concluded, and attendees leave the premises immediately after the prayers are completed.

h. No buffet set-up or reception with food and drinks is allowed.

i. The premises should be cordoned off such that there should be only one entry and exit point.

j. The area used for the event must not deviate from the approved allocated space.

k. There should be no live band, live music, processions, singing groups, musical performers, auctions, or games during the event. There should be no screening of any live programming, including but not limited to television, radio or other livestreams.

l. The premises must be cleaned and disinfected at the start and end of each day’s activity, and as far as is reasonably practicable throughout the day. High-touch places and surfaces (e.g. prayer tables) must be periodically cleaned and disinfected. Disinfecting agents (e.g. hand sanitisers) should be made available at all times. If portable toilets are installed, these must be adequately supplied at all times (e.g. toilet paper, soap, bins etc.).

m. There should be no sharing of prayer and other common items (e.g. holy books, passing of offertory baskets, prayer mats). Worshippers should bring along their personal prayer items instead, where needed.

n. Every individual has to comply with all prevailing Safe Management Measures stipulated in the Covid-19 (Temporary Measures) (Control Order) Regulations 2020.

o. The Town Council reserves the right to terminate the event permit if any of the above requirements are breached. No notice period will be given.

All applicants must have read the above requirements and agree to abide by it. Applicants are aware and acknowledge that a breach of any of the requirements may be an offence under the Covid-19 (Temporary Measures) (Control Order) Regulations 2020, punishable with a fine of up to $10,000 or imprisonment of up to 6 months or both. For second or subsequent offences, the penalty is a fine of up to $20,000, or imprisonment of up to 12 months, or both.
