Terms of Reference

To act in the name and on behalf of the Town Council in accordance with the provisions of the Town Councils Act.
To review and approve the recommendations of the sub-committees.
To be responsible for the appointment and performance appraisal of the managing agent of the Town Council.

Terms of Reference

To review with the Town Council’s management, external and internal auditors the adequacy of Town Council’s policies and procedures regarding internal controls.
To recommend appointment of auditors and review the findings/observations by internal/external auditors for Town Council’s compliance with applicable laws, regulations, and codes of conduct.
To ensure that avenues to raise concerns for possible fraud, financial and/or other non-financial irregularities are in place for independent investigation and appropriate follow-up action.
To review interested party transactions as surfaced through the audit process and perform audit check on suspected irregularities on the contractors tendering for Town Council projects.
To review with the Town Council Management as and when issues of effectiveness of controls are discovered through the audit process.
To review the adequacy and effectiveness of the internal audit function at least annually.

Terms of Reference

To formulate and review policies, rules and regulations concerning the management, control, and use of common property, including governing commercial premises, shops, and hawkers’ stalls.
To monitor the standard of cleanliness and maintenance and give feedback to the Town Council.
To gather feedback from the residents/commercial stakeholders/GROs to improve standards.

Terms of Reference

To regulate the proper allocation and use of Town Council funds in accordance with the Town Council Acts & Financial Rules.
To prepare budget estimates for each financial year.
To review and report financial performance regularly.
To recommend and administer investments of Town Council funds.
To monitor arrears of monies due to Town Council.

To monitor the progress of approved improvement projects & all upgrading programmes, report their progress to the Town Council.

Terms of Reference

To publicise Town Council activities through newsletters, notices, website & social media.
To produce brochures, calendar and organise campaigns to educate the public on the proper use of common facilities.
To organise major Council public events & resident engagement events.
To carry out periodic surveys to ascertain residents’ & business community’s perceptions of Town Council’s services.

Terms of Reference

To set the Town Council performance objectives of the year with Chairman & EXCO.
To inculcate performance driven culture in the Town Council.
To formulate and establish KPIs with respective Committees to monitor the performance of the Town Council, particularly the Management Agent.
To conduct monthly/quarterly reviews with Management Agent together with the respective sub- Committee Chairmen/Vice-Chairmen.
To report quarterly performance to the EXCO & Council together with action plans from Management Agent on areas of improvement.

Terms of Reference

Review the specifications for all tenders.
Call and evaluate tenders for all routine and cyclical maintenance and town improvement projects in accordance with the Town Council Acts & Financial Rules.
Recommend the award of contracts to the Town Council.
Plan ahead for major cyclical maintenance works.
